Cancels a pending timelocked change on the GLAM state.

No arguments
Policy & permissions
- Only the GLAM owner can call this; delegates are rejected.
- Cancels any pending timelock update by clearing pending state and mint changes and resetting the timelock deadline. Can be called before expiry; succeeds even when no update is pending.
